BOARD OF SUPERVISORS
GILA COUNTY, ARIZONA
Date: July 29, 2026
PRESENT: Ronald A. Christensen, Chairman; Jos M. Sanchez, Vice-Chairman; Cruz Salas, Member; John F. Nelson, County Manager/Clerk; and, Bryan Chambers, Chief Deputy County Attorney.
The Gila County Board of Supervisors met in Regular Session at 10:00 a.m. this date. Bryan Chambers led the Pledge of Allegiance and Mariano Gonzalez delivered the Invocation.
At this time each Board member presented a brief summary of current events as allowed by A.R.S. 38-431.02(K). No action was taken on any items that were presented.
Juley Bocardo-Homan, Senior Personnel Analyst, presented the July I'MAGE Award to Jonathan Ortega, Signage Department. Each Board member welcomed Mr. Ortega back to Gila County and thanked him for serving in the United States Military in Iraq while on leave of absence from the County.
Jeremy Goodman, Information Technology Department Manager, provided an overhead slide presentation on the Pinal-Gila Telecommunications Partnership which was formed with the objective of bringing high-speed telecommunications to Gila and Pinal Counties. He advised that the State awarded a grant to the Partnership for this effort. Mr. Goodman advised that the Partnership contracted with Manweiler Consulting Group to coordinate the planning process for this project. The planning process will consist of conducting an infrastructure inventory (in progress), needs assessment, telecom potential market assessment, technology plan, and feasibility/ sustainability determination. Mr. Goodman advised that once all of the data has been compiled, Manweiler Consulting Group will issue a written technology plan which will be distributed to bandwidth businesses. In conclusion, Mr. Goodman advised of the many benefits to be derived by implementing high-speed telecommunications, as follows: 1) the ability to compete in the emerging global economy (E-Commerce); 2) creating opportunities for our children; 3) advanced delivery of education; 4) health care - remote diagnostics and procedures; 5) government - cooperative purchasing, on-line billing and payments, and information access; and, 6) decreasing impacts to our environment. Supervisor Salas thanked Mr. Goodman for the presentation and stated that the Board fully supports this project. On behalf of the Board, Chairman Christensen thanked Mr. Goodman and his staff for their efforts.
In compliance with A.R.S. 42-17107, a public hearing was held notifying Gila County taxpayers of Gila County's intention to raise its primary property taxes over last year's level. John Nelson stated that the truth in taxation notice of hearing was published in the official newspaper of the County as prescribed by law. He advised that Gila County is proposing an increase in primary property taxes of $170,537 or 1.17%. He stated that the proposed tax increase will cause Gila County's primary property taxes on a $100,000 home to increase from $436.08 (total taxes that would be owed without the proposed tax increase) to $441 (total proposed taxes including the tax increase). Chairman Christensen called for public comment. Leilani Dawn, News Reporter for KQSS Radio Station, asked Mr. Nelson to clarify his statement. Chairman Christensen called for further public comment; none was offered. For the record, Supervisor Salas asked Mr. Nelson to explain the property assessment process. Chairman Christensen closed the public hearing at this time.
Upon motion by Supervisor Salas, seconded by Vice-Chairman Sanchez, the Board convened as the Library District Board of Directors in order to address the adoption of the 2003-2004 fiscal year budget in the amount of $906,758 for the Gila County Library District. Jacque Griffin, Assistant County Manager/District Librarian, advised that the proposed budget remains unchanged from the tentative 2003-2004 budget that was adopted by the Board of Supervisors on July 8, 2003. Upon motion by Vice-Chairman Sanchez, seconded by Supervisor Salas, the Board unanimously adopted the proposed Gila County Library District budget in the amount of $906,758 for the 2003-2004 fiscal year.
Upon motion by Supervisor Salas, seconded by Vice-Chairman Sanchez, the Board reconvened as the Board of Supervisors.
Chairman Christensen addressed agenda item number seven, the adoption of the 2003-2004 fiscal year budget for Gila County in the amount of $61,458,095. David Patterson, Finance Director, advised of two changes that were made to the 2003-2004 tentative budget that was adopted by the Board of Supervisors on July 8, 2003, as follows: 1) The Enterprise Fund was reduced by $20,000; and, 2) Special Revenue Funds increased by $2,272 due to the Courts receiving child support case processing State grant funds. Each Board member thanked Mr. Patterson for coordinating this year's budget process. By roll call vote, the Board of Supervisors unanimously adopted the proposed budget in the amount of $61,458,095 for the 2003-2004 fiscal year. (A copy of the 2003-2004 budget is permanently on file in the Board of Supervisors office.)
Upon motion by Supervisor Salas, seconded by Vice-Chairman Sanchez, the Board unanimously approved the Consent Agenda consisting of the following:
A. Intergovernmental Agreement Contract No. HG461043 between the Arizona Department of Health Services and the Gila County Health Department to provide Prenatal Block Grant services in the amount of $31,378 for the period July 1, 2003, to June 30, 2004.
B. Commitment for Title Insurance for the purchase of vacant land located in Pine, Arizona, which belongs to Second Best, L.L.C., Marya A. Reed, Mella A. Smith, and Marki A. Baxter. The land will be used for the Fossil Creek Road Improvement Project.
C. Commitment for Title Insurance for the purchase belongs to the J. Mel and Phyllis Allen Family Trust. The land will be used for the Fossil Creek Road Improvement Project.
D. Authorization for the Chairman to sign a Letter of Agreement with the Arizona Historical Society (AHS) for the transfer of AHS property to Gila County to obtain a right-of-way for the Fossil Creek Road Improvement Project.
E. Limited Services Contracts between the Gila County Probation Department and the following entities: Horizon Human Services, Hanratty Investigations and Polygraph Services, Psychological and Consulting Services, Norchem Laboratories, and Drug Impairment Detection Services, LLC, to provide services to adults on probation. Drug Impairment Detection Services, LLC will also provide services to juveniles on probation.
F. Contract Addendum between the Gila County Sheriff's Office and Swanson Services Corporation to provide service enhancements in conjunction with commissary services outlined in the original contract.
G. Board of Supervisors' minutes for July 16, 2003, and July 22, 2003.
